Background The recent riots in England have highlighted the urgent need to identify effective ways of tackling social exclusion and disaffection among young people.
Communities That Care is an approach that attempts to involve whole communities in improving the general outlook for young people.
It was developed in the US in the late 1980s and brought to the UK in the mid-1990s by the Joseph Rowntree Foundation, which funded a trial in three areas in England and Wales. The charity Catch22 is now taking the approach forward.
