Scouts turn focus on pre-schoolers

Youth organisation launches programme supporting four- and five-year-olds in disadvantaged areas.

For the first time in more than 30 years, the Scout Association is to extend its programme to a younger age group.

The last time the 111-year-old movement expanded its provision was in 1986 when Beaver Scouts were introduced for children aged between six and eight.

The yet-to-be-named section will be tested in six areas in England this year, followed by a further 14 sites as part of the year-long early years pilot programme.

The 20 pilot sites - funded through a Department for Education early years grants programme for the voluntary sector (see box) - will provide a total of 288 places for pre-school children, testing out three different approaches.
