Labour Conference: Straw backs local responsibility for child custody

The government should legislate to make local authorities responsible for children in custody, according to justice secretary Jack Straw.

Speaking at the launch of a Barnardo’s report into child custody at the Labour Party conference he said he would consider incentivising local authorities to improve the way they treat young offenders.

Despite criticising the Locking Up or Giving Up report, for failing to consider victims of crime, he said nobody likes to see young people locked up unless necessary.

However, he stopped short of supporting the Barnardo’s recommendation to devolve youth custody budgets to local authorities. He said the measure would cripple local government because crime varies from area to area and fair distribution of cash would require a complex grants system.
