Labour Party Conference: Care and custody link requires action

The government has failed to end the seepage of looked-after children into the justice system and needs to radically rethink its youth crime policies, a report by The Adolescent and Children's Trust (Tact) has urged.

The Care Experiences and Criminalisation report was revealed at a fringeevent chaired by CYP Now editor Ravi Chandiramani at the Labour Partyconference. Jon Fayle, head of Children Law UK, which is part of Tact,told the event the care system was failing to provide a "buffer" againstcriminalisation. He attacked the government for failing to even "mentionthe link between looked-after children and crime in the Youth CrimeAction Plan".

The report found nearly three-quarters of staff in youth offending andlooked-after children teams think children in care are at greater riskof committing crime. Four out of five practitioners also saidlooked-after children were more likely to be prosecuted for the sameoffence than children living with their family. It is estimated thatfour out of 10 children in custody have been in care.
