
Proposed reforms to how early life services are delivered in England have been backed by children’s charities, health and care experts, and local government leaders, but all have warned they will only be deliverable if backed by substantial investment.
The proposals include a requirement for local authorities to publish a “Start for Life” offer setting out what services for young children and families are available to parents in their area. Other recommendations include the development of a joint outcomes framework, co-location of a range of services at “family hubs”, better online support and workforce investment.
The plans are in The Best Start for Life: a Vision for the 1,001 Critical Days report by Andrea Leadsom MP, who was commissioned by the Prime Minister Boris Johnson to undertake a review of early child health. Leadsom, Conservative MP for Northamptonshire and a long-time campaigner on the issue, says the measures in the report will have a “transformational impact on society”.
