South West Councils issues Neet action plan

Councils across the south west of England have been issued with an action plan to help them cut the Neet (not in education, employment or training) population in their area.
Among 23 recommendations being made by South West Councils, which represents the region's local authorities, is a call to ensure all councils thoroughly research their local economy to identify job and training opportunities for young people.
Councils are also being urged to carry out a "stock-take" of local charities that can be commissioned to support young people with employment and training issues.
Neet hotspots also need to be identified and councils must ensure their Children's and Young People Plan includes measures to support young people at risk of becoming Neet before they reach Year 9.
The action plan has been issued as councils take over responsibility for commissioning education for young people up to the age of 19 next month.
Cllr Alan Connett, chairman of South West Councils, said: "It is important to think of Neets not as a problem, but as young people who, given the opportunity, can bring skills, enthusiasm and productivity to the region's economy and communities.
"This report raises the profile of the issues and encourages local authorities and their partners to work together to provide a seamless provision for young people up to the age of 19, and help make the most of their skills and enthusiasm."
