John Coughlan, chair of the Association of Directors of Social Services' children and families committee, has been named as the new director of children's services at Hampshire County Council. Coughlan, who is expected to be in post by the summer, has been corporate director for social care at Telford and Wrekin council since 2001.

Girls as young as 10 are being prescribed the contraceptive pill, researchers from the University of Aberdeen have found. Their study of 35,000 girls in Scotland found 23 aged under 13 had been given the pill by GPs or family planning clinics.
