CYP Now joined forces with 4Children to convene a roundtable discussion a fortnight ago with a dozen directors of children's services and chief executives. The proposed removal of the Early Intervention Grant to local authorities might not attract the same level of attention as other headline-grabbing plans, such as the abolition of housing benefit for under-25s, but it is without doubt one of the scandals of the year - the policy itself and the way it was (not) communicated.
