Prison chief calls for urgent review

The chief inspector of prisons has demanded an in-depth review of youth custody in England and Wales in order to address concerns about juvenile prisons.

In her annual report, published last week, Anne Owers said despite some improvements, the number of young people imprisoned is stalling the development of innovative care models in female units.

"There is a danger of early gains being lost, especially as resources become more stretched," Owers said. "The inquiry into restraint is only part of the picture. An overall review is greatly needed."

Owers found Prison Service guidance on the use of force does not distinguish adequately between children and adults or take into account child protection considerations.

"All children and young people continue to be routinely strip-searched on entry to prison, despite the prevalence of previous abuse," Owers said.

She added that inspectors came across strip-searching under restraint, special cells for those at risk of self-harm and the use of strip-clothing - clothes made from weak material to prevent prisoners hanging themselves.
