News in brief: "Shaken baby" appeal begins

Four parents jailed in "shaken baby" cases have begun a landmark appeal in the High Court in an attempt to overturn their convictions. The Audit Commission says its new Comprehensive Performance Assessment framework for single tier and county councils will put pressure on them to work harder.
