Numbers in every age group have increased – there are more people over 65 and the number of children below five has grown by 406,000, up more than 10 per cent. The increases are explained by a rising birth rate, growing inward migration and longevity. I’m concerned with the consequences, not the causes, but bear with the statistics for a moment or two.
Children under the age of five grow to become primary school pupils and then secondary school pupils. As they do so, they need school places, health provision and some will need social care. Local planners are busy working out how services can meet these needs over the next few years.
