Children’s minister Michelle Donelan issued the warning in a letter to council directors of children’s services telling them to prioritise adoption where it is the best option for a looked-after child.

This specifies that councils should not turn away prospective adopters on grounds of ethnicity, age, income, marital status or sexual orientation.

The warning comes a month after a British couple of Indian heritage won a legal discrimination battle against Windsor and Maidenhead Borough Council.

Reena and Sandeep Mander won £120,000 in damages after being told they were unable to register with adoption agency Adopt Berkshire and that only white British pre-school children were available for adoption.
