The government has appointed children's charity chief Clare Tickell to lead its review of the Early Years Foundation Stage (EYFS).

The review will focus on whether there is a need for everyone to follow the same curriculum for under-fives. It will also look to address ministerial concerns that the EYFS puts too many bureaucratic burdens on childcare providers.

"Professionals deserve to have the freedom to do their jobs and not have to deal with unnecessary bureaucracy," said children’s minister Sarah Teather, launching the review at a nursery in Newham this morning.

"[Tickell’s] knowledge of the needs of children and families, especially those from more disadvantaged areas, as well as the importance of early intervention, means she is well placed to assess the best way to support young children, and free up the system so that it works for both childcare workers and parents."

Tickell said: "It is important that professionals in early years have the time to tackle the important issues — helping children from poorer backgrounds and those with special needs, as well as giving all children a fun and stimulating learning experience."

Tickell, who is chief executive of charity Action for Children, will provide a final report in spring 2011. The government will then consult on any proposed changes before they take effect from September 2012.

Action for Children published the influential report Backing the Future last year, which highlighted the value of early intervention.
