Low-income parents with young children will be entitled to a grant of 200 under plans to tackle child poverty announced by Gordon Brown.
The Prime Minister said the child development grants would be piloted in 10 local authorities from early next year.
Parents who use children's centres and take up the free childcare entitlement could be eligible for the grants.
The move has been welcomed by children's charities.
Martin Narey, chief executive of Barnardo's, said: "Poverty is not just about income but still far too many children live in families where there is so little money, and often so much debt, that aspiration and ambition are crushed."
Emma Knights, joint chief executive of Daycare Trust, added: "In the wake of this year's disappointing figures showing the number of children living in poverty has again showed no sign of improving, we welcome the announcement of new measures to contribute to the goal of ending child poverty by 2010."
