Balls should recognise 'grown-up Baby Ps'

The director of the Howard League for Penal Reform has called on Children's Secretary Ed Balls to recognise that children in the criminal justice system are "grown-up Baby Ps" and treat them accordingly, as the sector gives its views on resolutions Balls should make this New Year.
