The association representing principal youth officers has condemned a think-tanks's report on youth policy as "misleading".
The Institute for Public Policy Research (IPPR)'s report Freedom's Orphans, which was published this week, claims that while structured youth activities benefit young people, unstructured activities harm them.
Susie Roberts, chief executive of the Association of Principal Youth and Community Officers, said: 'To give the impression that youth work that takes place outside uniformed or sports groups is of low quality is misleading."
