Linda Boys has been head of the youth service for three-and-a-half-years but has taken up one of five newly created neighbourhood management posts.
Patrick Shelley, operations manager for the youth service, has been made acting head until a full-time replacement is found.
Boys described the move as a "sideways step" as opposed to a promotion.
Boys' post will involve having responsibility for housing, street cleaning and community projects in the Eastern neighbourhood. She will also have a say in youth provision in her area.
