
Premiums are all the rage these days. As well as the coalition’s flagship social mobility policy – the pupil premium – the Liberal Democrats are conducting their own feasibility study into a nursery premium. Now the National Youth Agency (NYA) has entered the fray in proposing a youth premium.
This youth premium would work in much the same way as the existing pupil premium, but would be aimed at 13- to 18-year-olds, who would be eligible if they have qualified for free school meals in the previous six years. Funded through central government, local authorities would be paid a lump sum to distribute to youth service providers and would also take on a quality assurance role for local provision.
