Leicestershire County Council has secured a Public Service Agreement Reward Grant to continue the work of the Scratch scheme, and extra funding from the European Social Fund.
The scheme operated as a pilot between 2003 and 2006, working with about 250 young people.
Wendy Poynton, head of Leicestershire Youth Offending Service, said: "It is not part of our remit to teach young people basic skills. But we thought that we needed to provide this teaching to enable young people to reintegrate into mainstream provision."
