The Arson Control Forum, which is sponsored by the Office of the Deputy Prime Minister (ODPM), published its annual report earlier this week. Deliberate fire-starting in England and Wales was down 21 per cent in 2004 compared with the previous year.But there were still 75,800 deliberate fires. Forum research suggests the majority are committed by a small group of prolific offenders, many of whom are under 18.
In his foreword to the report, Jim Fitzpatrick, the ODPM minister responsible for fire and safety issues, said: Fire and rescue service personnel and others involved in working with children and young people have shown tremendous commitment, imagination and success, but there is still a great deal more that can be done.
