The organisation hopes the publication will increase pressure for change.
Steve Gough, vice-chairman of the association, said: "We have riots day after day and YJB policies are making things worse. They're misguided."
The association adopted a motion at its recent conference to "campaign robustly" for change to the youth justice system and described current juvenile and young offender policies as unacceptable.
