Youth justice lobby backs devolving custody costs

Controversial proposals to make councils foot the bill for youth custody have been given a boost after an influential lobby group backed the plans.

 

A report by the Standing Committee for Youth Justice, which counts the Children's Society and the Association of Youth Offending Team Managers among its 25 members, concludes that such a policy will lead to a large drop in numbers of children in custody.

Authored by John Fayle, former head of policy at the Youth Justice Board (YJB), the report outlines the best way to achieve devolution.

This includes devolving budgets to Children's Trusts and piloting the project in a number of areas to assess and resolve potential issues.

"Overall, we believe that with adequate preparation that is strategically co-ordinated, and a careful approach to risk management, Children's Trusts will be able to achieve a significant reduction of children's custody," the report reads.
