Home Secretary David Blunkett's plans would implement a tougher framework on sentencing, under which prisoners sentenced to life would remain in prison for the rest of their natural life, instead of the current minimum 20 years.
As part of a new three-tiered range of sentences, a minimum sentence of 15 years would be used as a starting point for convicted murderers under the age of 17.
For convicted murderers between the ages of 18 and 20, a starting point of 15 or 30 years minimum would be used. Judges will be able to increase the length of all sentences as long as they give a full explanation.
