The project puts the perpetrator and the victim in a room with a mediator to agree a contract to make amends. It tackles behaviour such as verbal abuse and theft.
Following a pilot in schools in Hammersmith & Fulham, west London and Lambeth, south London, it is being extended to seven other areas. The new areas are Oxfordshire, Medway, North Lincolnshire, Somerset, Blackpool, Rhondda and Barnet.
Findings from the pilot show that the project reduces the number of exclusions.
Lord Warner, chairman of the Youth Justice Board, said: "There is a link between being excluded and getting involved in crime."
