Ministers have agreed to remove clauses 30 to 31 from the offender management bill, which would have abolished the sentence of detention in a young offender institution (YOI).
Youth charity Rainer had been supportive of the bill, in particular the changes it proposes for the probation service. However, it threatened to withdraw its support if the two clauses remained (YPN, 18-24 April, p7).
Rainer pointed out that moving 18-year-olds straight into an adult institution would do nothing to improve reconviction rates, which stand at 78.4 per cent within two years of release. Young people are also statistically more likely to suffer from mental health problems and to attempt suicide.
