He says London magistrates need to tackle delays in the system, after the board found that the capital was well behind the rest of England and Wales in dealing with young offenders.
In the last quarter of 2002, the average time from arrest to sentence for persistent young offenders in London was 85 days, while the average for England and Wales was 70 days. The national target for processing young offenders is 71 days.
Warner acknowledged major progress in reducing delays for persistent young offenders, but said it was an "unacceptable fact that London is the only region never to have met the national target to halve the time from arrest to sentence".
