The report by the Centre for Crime and Justice Studies looks at how the changes in sentencing introduced by the Criminal Justice Act 2003 are affecting young adults.
The Act introduced a single community order for over-18s, made up of a "menu" of 12 options that can be used by sentencers. The Government is expected to introduce proposals for a similar order for juveniles this summer.
The report found that community sentences are not being tailored to the needs of young adults. It also says there is no evidence to suggest that the sentences are preventing people from going to prison.
