The campaign encourages greater use of community service and restorative justice sentences for young offenders who commit non-violent crime.
Ceri Davies, director of development at YMCA England, said: "The reoffending rates alone prove that prisons are not successful in reducing crime.
"We want alternatives to custodial sentences."
