The House of Commons' Health Committee has suggested Sure Start programmes are being "colonised" by the middle class.

I've been the programme manager in this centre since the beginning of Sure Start. In that time we have always tried to be very conscious of the balance between universal services and targeted services.

Sometimes over a period of time groups attract more middle-class children, but if we notice this is happening we will try to redress the balance. We use our multi-agency team to target and approach disadvantaged families who would benefit and we've always monitored attendance to ensure we cover our entire catchment area. We also dedicate a lot of time to work with individuals and outreach work, offering disadvantaged families the support they need.
