Increased support for prisoners' families is a superficial response to the overuse of custody, a report has said.
In an article for the Criminal Justice Matters journal, Helen Codd, principal lecturer at Lancashire Law School, argues that if policymakers are serious about only punishing criminals and not their children, then the use of imprisonment should be substantially reduced.
"The impact on children must not be underestimated," says Codd. "Many prisoners are parents: two-thirds of women in prison are mothers. Although there are no accurate figures available, the Prison Reform Trust, a prominent British pressure group, estimates that more than 150,000 children in the UK currently have a parent who is in prison.
