THE NATIONAL YOUTH AGENCY: Comment - Will an Inspector call?

Two of the reasons for the Youth Service's continued openness to inspection are the recognition that the Framework seeks to capture the elusive qualities of youth work's methods and outcomes; and that teams involve substantial numbers of serving colleagues. They are genuine peer reviews by colleagues, within a credible national framework. That's why their findings are rarely challenged.

Ofsted, like the rest of us, has to keep up with the times. On the positive side, it now has 'Resourcing Excellent Youth Services' which, for the first time, sets out national standards for the scale and range of work expected by government (and not just its quality). Potentially less positive is the need to connect Ofsted inspections of Youth Services with the new Comprehensive Performance Assessment (CPA) of local authorities. It cannot be acceptable, as happened recently, for a local authority to score top marks for its overall education service while Ofsted is simultaneously failing its youth service.
