I speak of the green paper where a set of solid supply-side improvements suddenly transforms into blaming the individual for the failure of the system. Individual blame never works but individual responsibility does. The vision should be young people in educational settings, because they want or have to be there, deciding, because it seems sensible to them, to take responsibility for their learning. Picture it.
