Of course, it is easy to see why commissioners would be attracted to it as a model. Successful consortia comprise organisations that complement each other; so where one organisation on its own may be fantastic on delivery, it may lack project management ability; another may bring particular expertise around involving young people but may not have a proven track record in managing large sums of money.
Therefore, from the commissioner's standpoint, there is the clear benefit of a collective offer from the consortium that is greater than the sum of the individual parts, and the challenge then becomes one of making judgments about the relative merits of competing consortia.
