Will 2014 sound the death knell for youth offending teams (YOTs)?

Those at the Youth Justice Board (YJB) convention were alarmed to hear that the government was embarking on a "stock-take" of YOTs. Does the Justice Secretary Chris Grayling want to replace YOTs with a replica of the Transforming Rehabilitation model? This, like so much in 2015, depends on the election. If the Conservatives win a majority, and Grayling remains in post, YOTs may be vulnerable to radical change, or at least severe budget cuts.

The first secure college – another initiative championed by Grayling – is likely to be built in 2015, whoever wins power. We will fight hard to prevent girls and younger teenagers being accommodated in the college, and to make the regime as welfare-focused as possible.
