The Inland Revenue drastically cut the entitlement of some claimants when it realised it had paid them too much, and the Treasury has resisted calls for an amnesty on overpayments.
But Ian Johnston, director of the British Association of Social Workers, said: "We are concerned about anything that makes life difficult for parents. This Government seems to embark on things without putting the right systems in place."
A Treasury spokesman said: "The system was designed to be flexible so when circumstances change there will be a change to size of the entitlement."
