Sure start: Funds and capacity are key challenges

Funding and capacity are two of the major challenges facing Sure Start, say local programme managers.

In the light of the latest findings from the National Evaluation of SureStart, managers are examining ways to reach more families and improveservices.

"They need more work on making sure that the services are beingdelivered to the children in their areas and that's particularly truefor hard-to-reach groups," said Professor Edward Melhuish, the nationalevaluation's director.
