Spending rules need to be open

Services working together on commissioning care placements must be open about their spending decisions, new guidance based on the experiences of a number of councils has urged.

The How to be Successful in Commissioning Children's Services Guide suggests openness about how funding is managed and says services need to have clear rules on what happens if budgets are underspent or overspent.

As well as advice on setting up joint funding arrangements, the guide includes suggestions on how to work with independent foster care providers, commissioning the voluntary sector and case studies from regional centres of excellence and the Centre for Procurement Performance.
