John Bird's 12,000 Predictability of Failure project is designed to help practitioners tackle social problems. The project was born out of Bird's frustration at the lack of impact large levels of government spending appears to be making on the cycle of social exclusion that young people get caught in.
"There has been such a predictability (in the cycle of exclusion) that we can actually guarantee that certain people are going to be in trouble at the age of 21. We know this even before the ink is dry on their birth certificate," said Bird.
"We need to invent some new form of social engineering. If we're going to keep chasing cures, then we should at least try to do it more effectively."
