Construction companies that tender for a piece of land available for building private homes will have to commit to building a five-bed children's home on the site in the Castlemilk area in the south of the city.
A council spokesman said: "The council believes this is an innovative approach to providing much-needed residential care. It will be interesting to see how the construction industry will view this proposal, but we believe it will be acceptable."
The number of children in the council's care has been rising, and it is looking to build more smaller homes as opposed to large facilities.
