The scheme is being piloted by Camden and Brighton & Hove councils thisyear, and the aim is to roll out the initiative across the UK in2007.
The scheme is aimed at social-care workers who are without professionalqualifications but have years of experience.
The employer meets all fees, and proper time off for study isguaranteed.
"It's work based, meaning that staff do not have to give up work inorder to study," said Heather Wakefield, Unison's head of localgovernment.
