Speaking at a conference about the green paper last week, BeverleyHughes said legislation would be needed to take the plans forward.
Paul Ennals, chief executive of NCB, said: "It is a common view that weneed to find a way of getting decision-making much closer to the childand having less bureaucracy. I remain unconvinced that the social carepractices model is the best way to achieve this.
"The corporate parenting role has brought benefits for children in care.It needs refinement, but we should be very wary of undermining thatcorporate role in any changes that we bring in."
