Consortium chair Lisa Nandy said there wasn't a consensus that childtrafficking is a form of abuse.
She said: "We are still seeing children treated as illegal immigrants orillegal workers when they are picked up in exploited situations.
"We're still seeing some cases of children being prosecuted for documentoffences or illegal work."
Responding to the consultation, Safeguarding Children Who May Have BeenTrafficked, Nandy said the document was "a welcome step forward" andpraised the detail on returning children to their home country.
"The Border and Immigration Agency must be satisfied that there is not arisk of the child being trafficked again before returning them. We havecampaigned for that for some time," she said.
