The bill, which has been put forward by Natascha Engel, Labour MP for North East Derbyshire, will call for the Government to ringfence primary care trust funding to finance the scheme.
Engel said: "Free condoms are essential to help reduce teenage pregnancies. Chlamydia is also rising and without access to free condoms a generation of young people could become infertile."
