
Guidance issued by ministers last week aims to help agencies identify children and set up early intervention strategies designed to stop them going on to sexually or violently abuse others.
"We need to make sure that young people are protected from harming both themselves and others," said justice secretary Kenny MacAskill. "The guidance will make sure different organisations know their own role and that of others who are involved. It takes account of good practice and will be regularly updated to take account of the experiences of those using it to continually improve the arrangements that are in place."
The guidance, Getting it Right for Children and Young People who Present a Risk of Serious Harm, said the Data Protection Act and the common law right to confidentiality are regularly misunderstood.
