One in three young people reported feeling unsafe in prison, while 27per cent of boys and 19 per cent of girls had been physicallyrestrained, it said.
Many youngsters were not able to exercise outside every day and lessthan half thought they had done anything in prison that would help themgain a job on release.
Young People in Custody 2004-2006, the third report on the experiencesof the 2,500 15- to 18-year-olds in prison, also revealed that moreproblems with family contact were being reported.
Anne Owers, the chief inspector of prisons, said: "Population pressureis undoubtedly contributing to the greater difficulties young people arereporting in contact with families. The survey also suggests the needfor an increased focus on physical exercise and skills training in orderto reduce tensions in prison and improve resettlement prospects."
