One in 20 young people is now being referred to local authorities with problems such as offending and truancy, according to figures in the Scottish Children's Reporter Administration's 2003-04 annual report.
Referrals relating to offending rose by nearly 2,000 to 16,252; other referrals jumped by more than 3,000 to 30,379.
Keith Simpson, head of service development at crime reduction charity Sacro, voiced concern over the number of young people referred on care and protection grounds who are later referred for offending.
"It prompts worries about what the future holds," he said.
