Nicol Stephen has promised a 'Scotland's Future' bill, which he says will guarantee young people the opportunity to influence decisions affecting them in schools, communities and nationally.
The leader of the Scottish Liberal Democrats outlines his plans in his party's pre-manifesto document, published last week. "Young opportunity" will be one of the main themes in the party's forthcoming manifesto.
Stephen calls for youth councils to be set up in every local authority area, with powers of scrutiny over council activities that affect young people most. He also wants young people represented on the boards of public sector organisations.
The party's document also includes an aspiration for the "largest ever" engagement with young people in Scotland, by giving every young person the chance to get involved in a "Young Opportunity Fund", by deciding how money should be spent within communities.
