The plans, expected to be unveiled later this week by the Scottish Executive in its sexual health strategy, would address difficulties children in rural areas faced compared to those in urban areas, the Scottish Parent Teacher Council said.
Judith Gillespie, its development manager, said: "Nobody should confuse providing clinics with encouraging youngsters to behave foolishly.
"It's very important that they have access to professional advice and information so they are not going to rely on anecdotal evidence from their peers.
"The starting point has to be the wellbeing of the child. Children behave as they behave and you can't just shut your eyes and turn the other way."
