School funding reforms blasted for creating more bureaucracy

The creation of an Education Funding Agency (EFA) will create a needless layer of bureaucracy, the Local Government Group (LGG) has claimed.

The schools white paper, presented by Education Secretary Michael Gove last week, outlined proposals to dissolve the Young People's Learning Agency (YPLA), itself in operation for just eight months, and substitute it with a new executive agency of the Department for Education (DfE).

This agency will fund academies, free schools and all 16 to 19 provision, as well as distribute school funding to local authorities for schools that are not yet academies.

The LGG welcomed the dissolution of the YPLA, but argued that the creation of the agency is unnecessary, particularly given plans to introduce a national funding formula for schools.

An LGG briefing explained: "The abolition of the YPLA is welcome and we called for its functions to transfer to local authorities. We do not see the need to replace it with the EFA."
