The report, The Runaways Project 2003-2004, criticised the Government for the lack of long-term funding for projects.
Jo Youle, joint head of the Runaway Helpline, which is part of the National Missing Persons Helpline, said: "Young people have been referred to services that no longer exist."
The report follows the collapse of work by the helplines to develop a national database of services for runaways.
The now-defunct Children and Young People's Unit had provided funding for the database, but the project was shelved when the money ran out.
